Kèr Zosvèbwè (/zos/ /ˈvɛbwɛ/ [champion] [coherent]) is a subtropical Town located in the Suamaga County of the Picham Community.
The name Kèr Zosvèbwè is derived from the Tauric language, as Kèr Zosvèbwè was founded by Achassien Llywell, who was culturaly Tauric.
Climate
Kèr Zosvèbwè has a yearly average temperature of 30°C (86°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a warm 27°C (80°F). Kèr Zosvèbwè receives an average of 79 cm/y (31 in/y) of precipitation, most of which comes in the form of rain during the spring. Kèr Zosvèbwè covers an area of nearly 4 km2 (1 mi2), and an average elevation of 3676 m (12060 ft) above sea level.
Overview
Kèr Zosvèbwè was founded durring the early 12th century in spring of the year 1123, by Achassien Llywell. The establishment of Kèr Zosvèbwè was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Kèr Zosvèbwè's construction back out of the project. Achassien Llywell pushed on reguardles, and Kèr Zosvèbwè was finished, but starts off as a terible place to live.
Kèr Zosvèbwè was built using the conventions of Tauric durring the early 12th century. Naturaly, all settlmentss have their own look to them, and Kèr Zosvèbwè is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Kèr Zosvèbwè is buildings are arranged arrounded highly ordered system of spacious baked earthen streets which form hexical paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town posesses a fortified albit thin wall of querried stone. This wall posesses most of the features of a castle wall, though it is constructed from cheeper inferior stone. It would pose a minor chalange for an attacking army, though it's clear the wall's true purpose is to crush the hopes of bandits and marauders. Kèr Zosvèbwè's failry decent fortifications has sufferd soem light damage, reducing its function a little in some spots, but could almsot certainly preform as expected... Though some of the worse spots could lead to the loss of defenders lives if attackers identified the weaknesses ahead of time.
A look around Kèr Zosvèbwè shows Kèr Zosvèbwè is little more than a wretched hive of scum and villainy. Birbes can be seen changing hands openly, such that it must be customary to do so and must have been for a long time. The locals have no fear, no annoyance at the state of things, it simply is.
Civic Infrastructure
Kèr Zosvèbwè has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Zosvèbwè.

Kèr Zosvèbwè has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
Kèr Zosvèbwè has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Kèr Zosvèbwè has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Zosvèbwè's public wards, blessings, and other arcane systems.
Kèr Zosvèbwè has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Kèr Zosvèbwè has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Kèr Zosvèbwè has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Kèr Zosvèbwè's town hall was built using a different architectural style from the rest of the town. The style used is inspired by the natural world, characterized by sinuous, sculptural, organic shapes, arches, curving lines, and sensual ornamentation. Common motifs included stylized versions of leaves, flowers, vines, insects, animals, and other natural elements. Decorative elements found on the inside and outside of buildings include intricate mosaic work, curved windows, and decorative trim work. .

Kèr Zosvèbwè's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves drinking to channel Mysticism energies of tier 3 via singing.

Kèr Zosvèbwè has a conflict with a neighboring community. This usually isn't part of a larger war, but is instead a personal animosity between them. It may be the community has suffered at their enemy's hands, or they may have been the ones applying the suffering. Constant low-level skirmishes and trouble making go on between the two.
Kèr Zosvèbwè's roads were poorly made when first laid. Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Kèr Zosvèbwè suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.

History
In time immemorial, reportedly some time during the late 2nd century Tarn Baroda began to boil, and released a thick toxic cloud from beneath its waters which devastated , killing every person and animal in its path which could not escape the cloud. Oddly, the plants of the region flourished in the years after the disaster. An estimated people, livestock, and buildings were lost to the disaster. The disaster is referred to as the Doom Wind.
